What Nuclear Program?

A brief recap on the US position on Iran of late:

January 2007: National Intelligence Director John Negroponte told Congress in January. “Our assessment is that Tehran is determined to develop nuclear weapons.

October 17, 2007, President Bush says at a news conference,  “I’ve told people that if you’re interested in avoiding World War III, it seems like you ought to be interested in preventing them from having the knowledge necessary to make a nuclear weapon.”

And then today, this news comes out of the US intelligence community believes Iran halted its nuclear weapons program in 2003 (the same year Iraq was invaded) and believes the program remains frozen.

The report also debunks the 2005 theory that Iran had an active and secret nuclear arms program in place.  On the one hand, it is good this information came out now, rather than after troops entered Tehran, as was the case in Iraq.  On the other hand, why is it that US intelligence information seems to be so grossly inaccurate time and time again?
