Bush to Congress: “We Have Unfinished Business”

The final State of the Union address by President Bush could be summed by the following sentence from the speech: “We have unfinished business before us, and the American people expect us to get it done.”
Yes, clearly there is unfinished business in Washington. In fact, that’s an understatement. The question is how?
How does a partisan and divided Congress and lame-luck White House find common ground on the important issues facing America today? Can anything be done between now and November, or will much of 2008 be dominated by presidential politics and a ‘wait ’til next year’ approach to governance?
